Founded in 1982, with a vision of using heat to kill cancer and treat other diseases, Celsion began trading publicly in 1985 under the name Cheung Laboratories, Inc. The early research focus of the company was device-oriented heat-based treatment systems. In the mid-1990s, Celsion focused its efforts on expanding the Company's research portfolio and licensed a technology for the treatment of Benign Prostatic Hyperplasia (BPH), and a heat activated liposomal drug delivery system. The company was renamed Celsion Corporation and listed on the American Stock Exchange under the symbol CLN, in 2000. In 2001, Celsion determined that its heat-activated liposomal drug delivery system presented the greatest potential for creation of long-term shareholder value and redirected its strategy to transition out of device development in order to focus exclusively on drug development.

Since 2001, Celsion has completed the development of the BPH technology, obtained FDA approval to market the device and commercialized it as the Prolieve Thermodilatation® system. In June 2007, Boston Scientific Corporation acquired the Prolieve Thermodilatation system assets for $60 million. With this sale, Celsion completed its transition and became a fully focused drug development company. The company has developed its first drug, ThermoDox® , an encapsulation of doxorubicin, a frequently used, well-known, cancer drug, in the heat-activated liposome. A Phase I clinical study for the treatment of recurrent breast cancer at the chest wall is currently under way as is a Phase III clinical study for the treatment of primary liver cancer before the end of 2007, using ThermoDox in combination with 'heat' energy and radiofrequency ablation, respectively, as agents to trigger the drug delivery (release).
